Privacy Policy
Last updated: 15 October 2026
This policy explains what personal information Top Charge collects through topcharge.co.za, why we collect it, who we share it with, how long we keep it and what your rights are under the Protection of Personal Information Act, 2013 (POPIA).
1. Who we are
Top Charge provides utility and smart metering management to governing bodies, managing agents, building owners and residents in South Africa. Top Charge is the responsible party for the personal information described in this policy.
Information Officer: André Buys, Managing Director

2. What we collect
When you send a quote query. The form on our Contact page asks for your name, mobile number, email address, building address, the service you need and your role (for example trustee, managing agent or building owner). We only receive what you type into the form.
When you contact us directly. If you email, phone or WhatsApp us, we receive your contact details and whatever you choose to tell us.
When you visit the website. Like most websites, ours automatically records technical information: your IP address, browser and device type, the pages you visit, how long you stay and the website that sent you to us. We use this to understand how the site is used and to keep it secure.
Metering portals and apps. Our Login page links to web portals and apps run by our metering partners. Information you enter there is handled under those services’ own privacy policies, not this one.
3. Why we use it
- To answer your query, prepare a quotation and provide the service you ask for.
- To keep in touch with you about that query or service.
- To see which pages are useful and improve the website.
- To protect the website against misuse and attacks.
- To meet our legal and accounting obligations.
We do not sell your personal information, and we do not use it for marketing unrelated to your enquiry without your permission.
4. Who we share it with
We share personal information only with service providers who help us run the website and our business, and only as far as they need it:
- Google Analytics, which measures website visits.
- Our website host and security software, which store the website and protect it from attacks.
- Our metering and billing partners, when this is needed to provide a service you have asked for.
We may also share information where the law requires us to. Some of these providers, such as Google, may store information outside South Africa. Where this happens, we rely on providers that are bound by data protection laws or agreements that give a level of protection comparable to POPIA.
5. Cookies
Cookies are small files a website saves in your browser. We use them to:
- make the website work and remember that you have seen our cookie notice;
- count visits and see how the site is used (Google Analytics and Burst Statistics);
- protect the website against attacks (Wordfence).
We do not use advertising cookies. You can block or delete cookies at any time in your browser settings; the website will still work. To stop Google Analytics measuring your visits on every website, you can install Google’s opt-out add-on at tools.google.com/dlpage/gaoptout.
6. How long we keep it
We keep quote queries and correspondence for as long as we need them to deal with your enquiry and any service that follows, and after that only for as long as the law requires us to keep records. Website statistics are kept in summary form. When we no longer need personal information, we delete it or make it anonymous.
7. How we protect it
We take reasonable technical and organisational steps to keep your personal information safe, including security software on the website and limiting access to the people who need it. No website can be guaranteed completely secure, and if a breach affects your personal information we will tell you and the Information Regulator as POPIA requires.
8. Your rights
Under POPIA you may:
- ask whether we hold personal information about you and request a copy;
- ask us to correct or delete information that is wrong, out of date or no longer needed;
- object to us using your information, including for direct marketing;
- withdraw any consent you have given;
- complain to the Information Regulator.
To use any of these rights, email support@topcharge.co.za. We may need to confirm your identity before we act on a request.
